　　供货期要求：所有不间断电源供货期要求为3个月 。

　　二、 投标人的资格要求
　　Performance and Qualification Requirements：
　　投标商有以下行为将会被拒绝参与投标：
　　Tenderer will be refused if they have following behavior in the past years:
　　1、 近3年内曾经受到过政府部门或其他组织结构就有关社会、劳动、道德、健康、安全及环境违规行为进行警告、处罚或批评的，或者发生过大规模罢工或严重的劳务纠纷、严重的火灾或安全事故、严重的工伤事故，或者严重的环境事故包括化学泄露，废物处理等问题。
　　In the past 3 years，Tenderer’s have received any warning, punishment, notice of criticism from government or other organizations for social, labor, ethical, health, safety and environment violations, or encountered workers’ strike or serious labor dispute, encountered serious fire/safety accident, encountered serious work place injury, encountered serious environmental accidents, (e.g. chemical leakage, waste disposal issue) will be dis-qualified.
　　2、 在过去5年内投标人或其高级职员、总监、雇员、代理人、承包人或代表有向任何级别政府或国家机构、国有企业或国际组织的任何高级职员或工作人员、或者有官方授权或代表以上机构行事的人，又或者政治机构的候选人、政党或政党官员直接或间接地支付、提供、承诺支付或授权支付任何钱财、礼物或其他有价形式以期影响任何行为、决定或获取商业优势使自己或任何其他人获得商业交易的行为。
　　In the past 5 years, Tenderer or any of their officers, directors, employees, agents, contractors, delegates or representatives have been found guilty of paying, offering, or promising to pay, or authorizing the payment in each case directly or indirectly, of any money, gift, or anything else of value to any officer or employee of a government at any level or any state agency, state-owned agency or enterprise, or public international organization, or any person acting in an official capacity for or on behalf of any of them, or a candidate for political office, or a political party or party official, for the purpose of influencing any act or decision, either for any business advantage, to obtain or retain business, or to direct business to any person will be dis-qualified.
　　制造商的资格条件：
　　Qualification Requirements of Manufacture：
　　1. 制造商应具有独立法人资格与相应的经营范围，企业注册资金不少于5000万元；且成立并具有本行业从业经验10年以上；
　　Manufacture must be legal entity with relevant licensed business scope, more than 10 years of specialized experiences in this industry with registered capital of not less than 50 million Yuan;
　　2. 静态不间断电源在中国有固定的供货与售后服务、维修保养机构，并具有完善的售后服务记录；
　　Have permanent supply and after-sales service, maintenance institution in China, and with completed after-sales records;
　　3. 不间断电源制造商和电池制造商均必须取得ISO9001质量管理认证证书, ISO14001环境管理体系认证，泰尔实验室出具的电池产品测试合格报告；
　　Have ISO 9001 quality management system certificate, ISO 14001 environmental management system certificate for UPS manufacturer and battery manufacturer, Battery test report issued by CTTL;
　　4. 制造商近两年在上海有3个及以上UPS 单机容量500KVA及以上、系统总容量1000KVA 以上的UPS电源系统工程应用案例，请提供客户名称、随访案例现场联系人及联系电话；
　　In last 2 years, the manufacturer has achieved more than 3 large projects with capacity of each UPS unit more than 500kVA and total capacity also more than 1000kVA in Shanghai, please provide the owner’s name, the key contact person who will be available for visit.
　　代理商的资格条件：
　　Qualification Requirements of Agent：
　　1、 具有独立法人资格与相应的经营范围，企业注册资金不少于100万元；并具有在中国国内市场本行业从业经验5年以上；
　　Must be legal entity with relevant licensed business scope, more than 5 years of marketing experiences in China in this industry with registered capital of not less than 1 million Yuan.
　　2、 具有制造商对于本项目的唯一授权委托书（一家制造商或一个品牌只接受一家代理商（或一家中国分支机构）前来投标）；
　　Possess unique Letter of Authorization from Manufacturer for this project, one manufacturer (or one brand) should appoint only one agent (or one China Branch) for bidding.
　　注：本项目不接受联合体投标，不允许分包、转包。
　　Remark: Consortium bidding and subcontract are not accepted in this project.
　　三、 招标文件购买时须提交的资料
　　Registration materials submitted when buying Tender Document
　　营业执照副本复印件及资格条件中规定的相关资格证明文件复印件，上述文件加盖公章，原件备查。注：以上复印件均加盖公章
　　Business license copies and relative qualification documents copies specified in qualification conditions, these materials which must be stamped with official seals, original copies for checking if needed.
　　注：潜在投标人在领取招标文件前必须签署招标方提供的保密协议和员工权益声明并加盖公章。拒绝签署该保密协议和员工权益声明的潜在投标人视为自动放弃投标资格，招标代理机构有权拒绝向其发售招标文件。
　　Remark: The Tenderer must sign and seal Tenderee’s Confidentiality Agreement and Workers’ Right Declaration as provided by the Tenderee, and those who decline to sign the said agreement and Workers’ Right Declaration will be deemed as giving up the bidding qualification by themselves, tender agent has the right to refuse to sell tendering documents.

　　1、 发售时间：2012年12月21日至12月27日9:00－16:00（节假日除外）
　　Sell time：since Dec.21th, 2012 to Dec.27th, 2012 (Saturday, Sunday and holidays except)
　　报名材料：营业执照副本复印件及资格条件中规定的相关资格证明文件复印件，上述文件加盖公章，原件备查。
　　Registration materials: business license copies and relative qualification documents copies specified in qualification conditions, these materials which must be stamped with official seals, original copies for checking if needed.
　　3、 招标文件统一发放时间：2012年12月28日 9:00－16:00
　　Issue time: 9am-4pm, Dec.28th, 2012
